Regierungspräsident Prof. Dr. Jan Hilligardt officially hands over permit for large-scale lithium plant in Industriepark Höchst.
Today, Regierungspräsident Prof. Dr. Jan Hilligardt officially handed over the approval documents for the construction and operation of a Central Lithium Plant (CLP) at industrial scale to Thorsten Weimann and Carsten Bachg, the managing directors of Vulcan Energie Ressourcen GmbH. The handover took place at Vulcan’s Central Lithium Electrolysis Optimization Plant (CLEOP) in Industriepark Höchst, in the presence of Dr. Joachim Kreysing, Managing Director of Infraserv Höchst, the operating company of the industrial park. Since the beginning of the year, Vulcan has already been producing sustainable, domestically sourced lithium hydroxide monohydrate (LHM) at this facility in preparation for the launch of commercial lithium production.
The new lithium plant in the industrial park is a central component of Vulcan’s first two project phases, each of which aims to combine the extraction of climate-neutral lithium with renewable energy from deep geothermal sources. In the future, lithium chloride will be processed at the facility into lithium hydroxide monohydrate – a critical raw material for electric vehicle batteries – via an electrolysis process powered by green electricity. The lithium chloride used in this process will be extracted in a prior processing step at a combined geothermal and lithium facility (G-LEP) in the Landau industrial zone as part of the first project phase, “Lionheart.” The necessary construction permits for both the geothermal facility and the associated substation in Landau have already been granted. In the second phase of the project, lithium chloride production will expand into the Rhine-Neckar region.
Through commercial lithium production at the Frankfurt-Höchst and Landau sites, Vulcan plans to supply up to 24,000 tonnes of LHM annually in the first project phase. This quantity is sufficient to manufacture approximately 500,000 electric vehicle batteries. In the second project phase, the production and storage capacity of the CLP in Frankfurt-Höchst will be expanded.
In a statement issued by the Darmstadt Regional Council, Prof. Dr. Hilligardt commented:
“Achieving independence from international supply chains for future-critical raw materials is extremely important, which is why I am pleased to present this permit today. This project also sends a strong signal for the Industriepark Höchst location. It is a remarkable demonstration of the innovation and forward-thinking of companies in our Frankfurt/Rhine-Main metropolitan region.”
Dr. Joachim Kreysing, Managing Director of Infraserv Höchst, expressed pride that Vulcan Energy chose Industriepark Höchst to advance the development of a future technology:
“Germany’s economic transformation can only succeed with the innovative power of the chemical industry. Research and production sites like Industriepark Höchst are indispensable in this process. Our site offers ideal conditions for companies working on sustainable and innovative solutions.”
Thorsten Weimann, Managing Director and Chief Development Officer of Vulcan Energy, added:
“The permit for the construction and operation of our Central Lithium Plant in Industriepark Höchst is a crucial milestone for the realization of our Lionheart project. With production sites in Frankfurt-Höchst and Landau, Vulcan will establish a sustainable, domestic, and compact lithium supply chain over a total distance of just 130 kilometers, thereby supporting the EU’s goal of reducing critical raw material dependencies. Furthermore, by utilizing deep geothermal energy, we are making a key contribution to the regional energy transition.

Landau City Council approves land purchase for Vulcan’s geothermal and lithium facility in the Landau industrial area.

At its meeting last Tuesday, the Landau City Council approved by a large majority the sale of plot D12 in the “Am Messegelände Südost” industrial area to Vulcan. With this decision, Vulcan has received the green light to acquire the site where the company will construct a combined geothermal and lithium facility (G-LEP). As part of Vulcan’s first project phase, “Lionheart,” the plant will supply climate-neutral heat to the Landau region and extract sustainable lithium on a commercial scale – making a key contribution to the energy and mobility transition.
Back in June 2024, the city council had already approved the D12 development plan, which laid the foundation for the project’s implementation. In November 2024, Vulcan secured an option agreement for the land. This was followed by an early works agreement with the City of Landau in January 2025. With the recent approval of the land purchase, another significant milestone has been reached in the construction of the facility.
In the new industrial area, which spans around 42 hectares in total, Vulcan will acquire a 10-hectare plot (100,000 m²). On this site, an ORC geothermal power plant, a lithium extraction plant (LEP), and a district heating center will be built to supply Landau’s district heating network with climate-neutral energy in the future. To ensure secure grid connection of the ORC geothermal plant, Vulcan will also construct a dedicated 110/20 kV substation, which will connect to the high-voltage grid of Pfalzwerke. This substation will transform the electricity generated by the geothermal plant to the required voltage level, enabling efficient use for both internal consumption and grid feed-in. Construction permits for both the geothermal facility and the associated substation have already been granted.
The lithium extracted at the G-LEP site will subsequently be processed into the final product, lithium hydroxide monohydrate, at a central lithium facility in Frankfurt-Höchst. The permit for the construction and operation of this facility was also officially handed over on Tuesday by Regional President Prof. Dr. Jan Hilligardt at the Höchst Industrial Park.
“The city council’s approval is a strong signal of regional support for our Lionheart Project. We are working closely with the City of Landau to ensure a climate-neutral heat supply for the region,” said Thorsten Weimann, Chief Development Officer and Managing Director of Vulcan Energie Ressourcen GmbH. “With the land now secured, we can prepare the next steps for building our combined geothermal and lithium facility, which will play a vital role in decarbonizing Landau’s district heating system.”
Once financing is secured, the land purchase will be finalized and construction preparation will begin. Neustadt-Glewe was a real pioneering project at the time and paved the way for larger plants such as those in Insheim and Unterhaching. How did you get involved in these projects back then – and what fascinated you about geothermal energy?
Dr. Heiner Menzel: That’s an exciting question. I’m originally a marine engineer – so I was actually made for the sea. But due to my seasickness, I quickly realized that it wasn’t for me in the long term. Coincidentally, geothermal energy was being developed at the time and I thought to myself: seawater is salty, so is thermal water – that somehow fits. So I changed my career direction and went into geothermal energy in Schwerin. That was my first step into this new field – exciting, challenging and just the right thing at the right time. In the course of reunification, East German expertise in the field of geothermal heat utilization was to be further developed. This gave rise to the project in Neustadt-Glewe, which went into operation in 1996. In 1998, the idea of also generating electricity was added – inspired by a conversation with a representative of Ormat and by the EEG, which was being planned at the time. In addition to Erdwärme Neustadt-Glewe GmbH, which was responsible for supplying heat to Neustadt-Glewe, this later gave rise to Erdwärme Kraft GbR, of which I was the technical managing director. This company built and operated the first geothermal power generation plant in Germany, which went into operation in 2003.
And then you came to the Palatinate…
Dr. Heiner Menzel: The next big step came in 2003: I was brought to Landau to set up another geothermal project there. Together with Pfalzwerke and EnergieSüdwest AG (ESW), we founded geoX and realized the geothermal power plant in Landau.
You have been part of the Vulcan family since 2023 – what has been your greatest success at the Karlsruhe-based company so far?
Dr. Heiner Menzel: There are three personal highlights. The biggest for me was the move to Vulcan – because it turned a vision that I had had since my early days in Neustadt-Glewe into reality: to use geothermal energy not only for energy but also for materials. There are many valuable substances in thermal water, and Vulcan has taken the decisive step towards tapping into this potential. That was also the main reason for my move – and a real milestone. My second highlight was the takeover of the power plants in Landau and Insheim – that closed a circle for me. And the project I am currently working on with great dedication is the geothermal heat supply for Landau. This project is particularly close to my heart because we are not only reliably supplying the city with climate-friendly heat, but also showing how the decarbonization of the heat supply can succeed with the resources of our own region. This is exactly the path we need to take as a society – local, sustainable and future-oriented.
In the context of the energy transition, geothermal energy is increasingly seen as a key technology. What developments are currently shaping the industry – and where do you see the greatest potential for the future?
Dr. Heiner Menzel: The biggest challenge in geothermal energy is still the discovery rate. You have to drill several kilometers deep to be able to say for sure whether and how much usable thermal water is available. This means that before you can even start building a plant, you have to invest 10 to 15 million euros – a different entrepreneurial risk to wind power, photovoltaics or hydropower. But once the source has been tapped, you have a reliable, local and base load-capable source of energy – which makes you independent of the time of day and season. This is what makes geothermal energy fundamentally different from other renewable energies. In recent years, there has been a rethink, particularly as a result of the energy crisis caused by the war in Ukraine. Geothermal energy offers stable, calculable heat prices – in contrast to gas, whose price development is almost impossible to plan. The material use of thermal water is also becoming increasingly important. In addition to lithium, the focus is also shifting to elements such as strontium and magnesium, which – depending on the geological composition – have sometimes been detected in higher concentrations in thermal water. Its use is considered technically feasible and the first pilot projects have already been launched. Although economic processing is still in its infancy, this is precisely where new prospects are opening up: Because anyone who sees geothermal energy not only as a source of energy, but also as a potential source of raw materials, is thinking an important step ahead.
Geothermal energy is regarded as an environmentally friendly and reliable source of energy. Nevertheless, some projects are slower than expected or require particularly intensive support. Why do you think this is the case?
Dr. Heiner Menzel: Geothermal energy is used successfully in over 40 countries worldwide – for both electricity and heat generation. This illustrates the great potential of this natural resource. There is also growing interest in Germany. At the same time, geothermal energy is a technology that is barely visible in everyday life – it works underground. This distinguishes it from wind or solar plants, for example, which we perceive directly. It is precisely because geothermal energy cannot be experienced directly that many questions sometimes arise: How does the technology work? What happens underground? Such topics offer a good opportunity to provide factual information and make the interrelationships understandable. In regions such as the Upper Rhine Graben, geological activity has been a natural part of the earth’s history for millions of years – and with modern processes, this energy source can now be used in a targeted and responsible manner. It is crucial to communicate openly and transparently. The better people understand how geothermal energy works and what contribution it can make to a sustainable energy supply, the more trust is created – and therefore the greater the willingness to move such projects forward together.
What do you think is particularly important to promote acceptance of geothermal energy – especially in local communities?
Dr. Heiner Menzel: Transparency and an open dialog are crucial. It is about making the technology tangible and showing local people how responsible and forward-looking the work is. Continuous monitoring of all relevant geological and technical processes plays a central role in this. Modern systems enable us to gain precise insights at all times and to fine-tune the systems accordingly. A particularly effective way of arousing interest and strengthening trust is to visit geothermal plants directly on site. For schools, clubs or interested groups of citizens in particular, such visits offer very good access: you can see how the technology works, get to know the people behind the projects and understand the benefits for the region. At a municipal level, the main aim is to get people involved at an early stage and develop viable solutions together. The more people are involved in processes, the greater their willingness to follow this forward-looking path.
Is there an experience in your career that has particularly influenced or inspired you?
Dr. Heiner Menzel: Definitely the move from northern Germany to Landau and the associated establishment of geoX – that was a decisive turning point. With this step, I not only broke new ground professionally, but also laid the foundation for my future career.
What do you do when you’re not working on the energy and raw materials supply of the future?
Dr. Heiner Menzel: In my free time, I enjoy hiking and going to the gym. I particularly enjoy being out in nature – for example in Bad Herrenalb, where I live, or in the Allgäu region. And, of course, I’m always drawn to the sea – that’s probably because I used to work at sea.
Thank you very much for the exciting insights and the openness with which you shared your personal experiences with us, especially during the pilot projects in Neustadt-Glewe and Landau!
The interview was conducted by: Patrizia Bär – Public Affairs I Regional Management

Climate-friendly heat for Landau: Vulcan Energy and Energie Südwest AG sign long-term heat supply contract

Karlsruhe/Landau, June 24, 2025 – The next step on the way to a climate-neutral heat supply for Landau: Natürlich Südpfalz GmbH & Co. KG, a subsidiary of Vulcan Energy, and the Landau-based energy supplier EnergieSüdwest AG (ESW) have now concluded a long-term heat supply contract with the involvement of Landau’s city council. The signing took place yesterday at an official meeting in Landau’s town hall, which was also attended by the Mayor of Landau, Dr. Dominik Geißler, Mayor Lukas Hartmann and representatives of ESW, Vulcan and the town council.
Vulcan is contractually obliged to provide ESW with renewable geothermal heat from various geothermal production sites over a period of 35 years. ESW will distribute the heat via the district heating network to successively supply significant parts of the city of Landau. The signing of the contract follows the resumption of the feed-in of climate-neutral heat from the geothermal heating plant in Eutzinger Straße directly into ESW’s district heating network in April 2025. ESW will then distribute the heat to households and businesses in Landau via the local district heating network. The agreement is an integral part of the Lionheart project, which combines the production of renewable energy and climate-neutral lithium – a further step towards a sustainable and climate-neutral heat supply in the region.
In order to expand the supply of renewable heat in Landau, Vulcan is planning to expand the geothermal infrastructure as part of the HEAT4LANDAU project, the geothermal part of the Lionheart project. The project, funded by the Federal Ministry for Economic Affairs and Climate Protection (now BMWE) with up to 100 million euros, comprises five additional drilling sites with up to 24 boreholes. The resulting geothermal energy will be used to operate Vulcan’s lithium extraction plant and will also be sold to ESW and fed into ESW’s district heating network. At the same time, ESW is planning to expand the district heating network in line with demand in the coming years in order to absorb and distribute the additional capacity.
Vulcan’s geothermal power plant in Insheim already supplies around 6,500 households with renewable electricity. The heat supply in Landau is currently running on a smaller scale with a heat output of around 2 MW from the geothermal heating plant on Eutzinger Strasse. The capacity will be gradually expanded to up to 300 MW over the course of the Lionheart project. This will create the potential to supply all households in Landau and other municipalities in the region with climate-neutral heat in the future.
“The heating transition is one of the biggest challenges at municipal level – and we need reliable, local solutions for this,” explain Lord Mayor Dr. Dominik Geißler and Mayor Lukas Hartmann. “We are pleased that we not only have the geothermal conditions in Landau to provide our heat supply in the future, but also two reliable partners with expertise and innovative strength in Vulcan Energy and EnergieSüdwest to exploit this potential.” The heat supply contract that has now been signed ensures that the heat transition in Landau can be completed on good terms for all parties involved and, above all, for the people of Landau.
Dr. Thomas Waßmuth, CEO of EnergieSüdwest AG, says: “As a local energy supplier, it is our responsibility to create solutions that are also sustainable for future generations. With this contract, we are ensuring that more and more households in Landau can be supplied with clean, regional heat in the future. The expansion of our district heating network is already underway – and step by step, we are creating the basis for an affordable and climate-friendly heat supply for everyone.”
Carsten Bachg, Chief Operations Officer and Managing Director of Vulcan Energie Ressourcen GmbH, says: “The signing of this contract with EnergieSüdwest is an important step towards a sustainable and long-term district heating supply that significantly reduces dependence on fossil fuels and strengthens regional energy independence. This project is a central component of our strategy to supply the region with climate-neutral, renewable energy. This marks the start of the first phase of the “Lionheart” project, part of Vulcan’s combined project to produce climate-neutral lithium and renewable heat and energy from deep geothermal energy in the Upper Rhine Graben. The first phase of the project involves the construction of five new drilling sites with up to 24 additional production and reinjection wells. In combination with the four existing wells at the company’s two geothermal plants in Landau and Insheim, this will create larger, integrated renewable energy and sustainable lithium project. The goal of the first phase of the Lionheart project is to produce 24,000 tons of lithium hydroxide monohydrate per year for the European automotive and battery industries and to provide climate-neutral heat for the region. With the first new well, Vulcan is taking a decisive step toward increasing geothermal heat and energy production, while also laying the foundation for future commercial lithium production.
Marco Köpsel, Managing Director of drilling company Vercana, says: “With the successful commissioning of the V20 electric drilling rig and the start of drilling operations, we have taken an important step closer to our goal of future lithium production and the utilization of deep geothermal energy. The crew on site is very proud of this contribution to the region.“
Thorsten Weimann, Managing Director of Vulcan Energie Ressourcen GmbH, says: ”With the new well, Vulcan is expanding its geothermal capacity and thus the possibility of supplying heat to the city of Landau and the region. Our team has carried out all the preparatory work with great care, obtained the necessary permits from the authorities, and successfully completed all safety tests. The local population and interest groups were involved in the entire project development at an early stage, and the feedback received was consistently positive. This development brings us a significant step closer to our goal: a reliable, base-load-capable supply of renewable heat and the establishment of a sustainable, European lithium value chain for the production of batteries for electric vehicles.”

Heat from the depths: Geothermal heating plant in Landau back in operation

Climate-friendly district heating from geothermal energy is flowing again in Landau: Vulcan’s geothermal heating plant resumed supplying heat to EnergieSüdwest (ESW) on Monday morning, April 28. I started my career in 2008 in the natural gas and oil industry, where I also completed my training as a mechatronics engineer at ExxonMobil until 2011. I then switched to workover drilling operations, where I trained until 2012. My original plan was to work as a mechatronics technician after my A-levels and then study petroleum engineering. But then the company offered me an alternative route to becoming a drilling supervisor, which really appealed to me. I already had my first insights into drilling operations during my apprenticeship, and ExxonMobil was looking for junior staff at the time. So I started the drilling master school in Celle in 2012 and graduated as a technician in 2014. Between 2020 and 2022, I worked in drilling operations on the Sakhalin Peninsula in Russia, both onshore and offshore. I finally joined Vercana in July 2024.
Did you like digging and drilling in the sandpit as a child?
David Morgner: As a child, I didn’t have any particular drilling ambitions, although I come from a mining family. My grandfather lived in Castrop-Rauxel and was the manager of a coal mine, while my father worked underground as an electrician – an almost traditional line of work in the Ruhr area (laughs). However, my father later decided to take a different path and studied electrical engineering. So although I come from a mining family, I chose my own path and didn’t allow myself to be influenced by my father’s or grandfather’s professions. Everything I’ve achieved, I’ve worked for myself.
You said that you actually come from the natural gas and oil industry.
What fascinates you personally about geothermal energy and why did you decide to switch to this field?
David Morgner: The project at Vulcan is extremely exciting and fits perfectly into today’s world, especially with the use of deep geothermal energy to generate heat for entire neighborhoods and industry. The combination with lithium extraction is particularly interesting. The Lionheart project, which comprises several drilling sites, is a unique part of a field development – I have never experienced anything like it in my career. Technically, there is little difference between drilling natural gas or oil wells and drilling a geothermal well. The biggest difference is that geothermal wells are deliberately drilled into geological fault zones, as these offer high flow rates and flow velocities. Such zones are avoided in natural gas and oil drilling. Overall, the project is very exciting and I hope to be able to develop personally through the challenges.
Explain in simple terms how a borehole is constructed.
David Morgner: Wells have a telescopic structure. The largest diameters start at the top of the well. We start with 26 inches. This corresponds to around 66 centimeters. Then we continue with a 17.5 inch section. Then we go to 12 ¼ inches and end at 8.5 inches in the reservoir area. This is the area where the well reaches the geological layers in which the geothermal energy is stored. The telescopic design makes technical sense as the highest pressures occur at the bottom, which leads to higher flow rates. In order not to lose this flow energy on the way up, the wells have the smallest diameter at the bottom. Another advantage of the telescopic structure is the stability of the well, so that it does not collapse and there are several barriers to the earth’s surface.
What safety measures do you take when drilling to protect the environment?
David Morgner: A drilling rig is a complex system with two main safety features: primary and secondary wellbore protection. The primary backup uses the drilling fluid to create a hydrostatic back pressure that stabilizes the borehole and prevents it from collapsing. Secondary protection is provided by a blowout preventer (BOP), which closes the borehole when the pressure rises, thus preventing uncontrolled gas or liquid leaks. To secure the groundwater-bearing layers, we use a standpipe tour down to a depth of 150 meters. Our first pipe run has a diameter of 20 inches. It is also known as an anchor pipe. The so-called wellhead is installed on it, which is crucial for securing the well during the drilling and production phase.
You have a lot of responsibility. What do you like about your job as a drilling supervisor?
David Morgner: The daily challenges are what make the job so exciting. There is no fixed routine because the borehole dictates the tasks. Of course, you can optimize the planning with the right data and comparative drilling, but even with the best preparation there are always unexpected challenges. This is exactly what makes the work so varied and interesting. You are constantly challenged both physically and mentally. That’s what makes this job truly unique.
How important is teamwork in your job?
David Morgner: Teamwork is crucial – you can’t do it without it. You work closely with fluid engineers, wellsite engineers, tool pushers, drillers and other experts. Everyone is an important part of the big picture, like a cog in a clockwork mechanism. If one component fails, everything comes to a standstill. That’s why teamwork is essential. It’s not just about the head driller, it’s about the whole team working well.
Apart from working at the drilling site, would you like to tell us what you do in your free time to relax and recharge your batteries?
David Morgner: “I’ve been an absolute mountain fan since I was a child. Although I originally come from the flatlands, I learned to ski at the age of three – I’m very proud of that (laughs).
